International parents prefer the United States due to its favorable legal, societal and medical conditions, and 47 of 50 U.S. states permit commercial surrogacy. How much does international surrogacy cost?

The cost of surrogacy in the United States depends on your personal situation, and the services needed. At Circle, there are no additional costs for International parents; no matter where you live you pay the same surrogacy costs.

International parents will find that U.S. agencies may cost more than some international surrogacy programs. Circle Surrogacy’s priority is ensuring you have a secure and healthy surrogacy journey, including finding the perfect American surrogate mom. That includes your safe return home with your baby.

Your child will be a U.S. citizen

Any child born in the United States is a US citizen. Your baby will receive a US birth certificate and is entitled to a US passport for travel purposes (you can usually get one in 24-72 hours from application). Your surrogacy lawyers will do the legal work to establish your parental rights (either via a Pre-Birth Order, post-birth order or possibly through a second parent adoption). You will be the sole legal and physical parents under American law. By establishing the rights of parentage in the United States, you can travel home safely and securely. Some countries – such as Spain, Sweden and Germany (amongst others) – accept the US Declaration of Parentage.

Financial security

In the U.S, when you embark on a surrogacy journey with most agencies, your money is safe. Circle is a well-established, secure company. The money you send to the agency is protected, held in a Bonded Escrow Account. These type of accounts are kept only at regulated and approved financial institutions.

The process to becoming a parent is referred to as a "journey" - because it is just that: multiple small milestones that lead to the big event: the arrival of your baby!

The surrogacy process can be anywhere from 19-24 months long, however, the minute you are holding your baby it is all worth it!

Here is a brief overview of the surrogacy process with Circle Surrogacy:

  • Surrogacy consultation. All prospective intended parents – whether you’re a couple or a single individual, LGBTQ+, domestic or international – begin with a complimentary consultation that lasts approximately 2 to 21/2 hours. During this meeting you'll share your story with us, and we will explain the surrogacy process, costs, legal and more, personalized to your situation.
  • Agency sign on and team. If you wish to proceed with Circle Surrogacy after your complimentary consultation, you'll sign an Agreement for Services. Once the Agreement is executed, you'll be assigned a Journey Support Team, who will guide you through every phase of the surrogacy program - from the signing of surrogacy agreements through pregnancy to the signing of the birth certificate and your safe voyage home.
  • Embryo creation. If you need to create embryos, or match with an egg donor to create embryos, Circle can assist you. Our expansive egg donor database is filled with amazing women ready to help you create a family. If you need a clinic recommendation in the US, Circle works with many reputable clinics and can help you find the best fit.
  • Matching. The matching process begins with an initial call or Skype with your Journey Support Team to choose an IVF clinic and an egg donor (if needed). The next step is to find an appropriate match with a gestational surrogate who's completed our comprehensive screening process.
  • Medical screening, legal contracts. Once matched, your surrogate will go for a medical screening at your clinic and you'll work with your legal team at Circle to begin your contracts.
  • Embryo transfer and pregnancy confirmation. Your surrogate will travel to your fertility clinic for the embryo transfer. She will continued to be monitored locally near her home until she goes for a confirmation of pregnancy around 6 weeks.
  • Pregnancy! During this time you will continue to deepen your relationship with your surrogate, and begin your birth preparation with your Circle team.
  • Delivery! Intended parents usually travel to the US to their surrogate's home town a few weeks before the birth of the baby to prepare for the arrival. Your Circle team will provide guidance for you to book your travel and accommodations.
  • Travel home. Depending on your circumstances, you may be required to remain in the US for a few weeks and up to a month (or more) while obtaining your baby's passport and getting all travel documents in order. Don't worry - your Circle legal team will be by your side guiding you the whole way!

How many visits will I have to make to the United States?

Ideally, international intended parents come to the United States 2-3 times (for embryo creation at the fertility center and the eventual delivery of the child), but it is more common for international intended parents to visit about 4 times during the process if possible.

The first preferred visit is to meet your surrogate, once you are matched, and complete the medical screening at the IVF clinic. The second is for the IVF procedure and embryo transfer. The third visit is for the 20-week ultrasound scan. And the final visit is for the birth of your child. Of course, if you and your surrogate choose, you can visit more frequently.

How long should I expect to be in the United States during and after the delivery?

This varies based on the legal work required and the procedures in the state in which the child was delivered. As a general rule, we advise international intended parents to plan on returning home after 2-4 weeks, to allow ample time for any DNA testing, court proceedings, the issuance of any birth certificates and the application for any visas and/or passports. We will guide you through this process. Depending on legal work, you may be able to go home sooner.

If I don’t live in the United States, how will my child get a passport?

Because of a legal principle known as jus soli, babies born in the United States are automatically entitled to U.S. citizenship and U.S. passports, regardless of whether the intended parents are themselves U.S. citizens. As a result, most intended parents who pursue American surrogacy are able to return home with their children without first obtaining a passport from their native country. Nevertheless, some international intended parents may choose to or be required to obtain either passports or temporary visas for their children at a local consulate in the United States in order to return home after the birth. Intended parents should consult with immigration attorneys in their native countries for information about the best procedures for returning home with their children. We will assist you in getting the US passport through one of our partners, an expert in navigating the passport system.
