Gestational surrogacy helps those who cannot have a child on their own become parents. The intended parents (IPs) use a gestational carrier (also referred to as a surrogate mother) to carry a baby to term.
Surrogacy is a process that requires medical and legal professionals to guide the intended parents, as well as a strong support process throughout the journey.
How does surrogacy work?
Through IVF (in vitro fertilization), embryos are created in a lab at a fertility clinic. Sometimes the intended parents use their own genetic material. Sometimes, an egg donor or sperm donor is required. At the fertility clinic, 1-2 embryos are implanted into a gestational carrier, who carries the baby(ies) to term.
What is a surrogate mother?
Surrogates, surrogate mother or gestational carriers are all terms for a woman who carries a baby for someone else. Gestational carriers have no genetic relationship to the children they deliver.
Surrogacy for Parents in New Zealand
In you live in New Zealand, surrogacy in the United States is a safe way to grow your family.
The entire surrogacy process will take place in the US – creating your embryos at your fertility clinic, the surrogate pregnancy and the birth of your baby(ies).
Intended Parents in New Zealand will normally travel to the United States to create their embryos (and potentially meet their surrogate) and return for the birth of their babies. When international travel is once again easier, IPs can travel more frequently to the US during their journeys.
Once your baby is born, parents from New Zealand would stay in the US until a passport is issued (or travel documents are issued from New Zealand). The amount of time you'll stay in the US with your baby depends on many variables, including what documentation you will need to provide to your home country authorities. Once the documentation is process, the US passport process usually takes 2 to 3 weeks (though recently it has taken about twice that amount of time).
Why Surrogacy in the US is the Safest Choice
US surrogacy agencies such as Circle offer the best protection for international intended parents.
Here are 3 reasons New Zealand parents should choose a US surrogacy agency for international surrogacy: 1. Your child is a US citizen.
Any child born in the United States is a US citizen. Your baby will receive a US birth certificate and is entitled to a US passport for travel purposes (you can usually get one in 24-72 hours from application). Your surrogacy lawyers will do the legal work to establish your parentage (either via a Pre-Birth Order, post-birth order or possibly through a second parent adoption). You will be the sole legal and physical parents under American law. By establishing the rights of parentage in the United States, you can travel home safely and securely.
2. Surrogates are fully screened and receive the best medical care. In the US, gestational carriers are screened psychologically and medically prior to an embryo transfer. Only women who are mentally, physically and emotionally able to handle a surrogacy are accepted into the program. All surrogates reside in the United States and have access to the most advanced medical care and the world's top hospitals. Circle's surrogates have the full support of family and friends during her journey, as well as professional support from a licensed social worker from sign on until post partum.
3. Financial security. In the US, when you embark on a surrogacy journey with most agencies, your money is safe. Circle is a well-established, secure company. The money you send to the agency is secure, held in an IOLTA account (Interest on Lawyer Trust Account). IOLTA accounts are kept only at regulated and approved financial institutions.
Circle Surrogacy is the only agency that offers two truly fixed price options for intended parents in New Zealand. Our Fixed Cost Program and Journey Protection Guarantee Program are designed to help as many Intended Parents as possible bring home a baby while reducing variable costs.
Fixed Cost Program Surrogacy only: $128,750 Surrogacy plus egg donation: $149,750 (both prices exclude IVF)
Our Fixed Cost Program provides intended parents the security of paying one fixed price a single transfer journey, reducing unexpected expenses and uncertainty of variable costs.
Our Journey Protection Guarantee offers Intended Parents unlimited transfers for a fixed price, plus the Circle Promise: we’ll refund 100% of our agency fee plus unused third party funds if you do not bring home a baby.
Circle's costs include all agency fees, attorneys’ fees, screening and surrogate fees, and insurance costs. They do not include IVF costs.
Also, you will not pay additional costs because you live internationally; Circle has one set of costs for all intended parents.
How to Find a Surrogate Mother if I live in New Zealand?
A question many intended parents have is how do they find a surrogate mother to carry their baby. We recommend working with a surrogacy agency – like Circle Surrogacy – who will manage all aspects of your surrogacy, including finding a surrogate mother match.
We will match you with a surrogate based on 3 criteria:
Legal fit (can you legally match with her based on where you and she are located)
Views about surrogacy (including your views on selective reduction and termination)
It's important that the surrogate mother with whom you match is a good fit for surrogacy. Surrogate mothers must meet strict surrogacy requirements in order to accepted in our surrogate program.
Circle Surrogacy also fully screens their surrogate mothers prior to matching them with intended parents. Surrogates must complete a 3-step screening process in order to meet Circle's standards for matching. Fully screening surrogates before a match is made helps ensure a more successful journey, fewer match breaks and a strong start in your relationship.
Working with an agency makes your search to find a surrogate safe and easy.
Circle’s legal team coordinates with local attorneys to ensure that you are properly matched with a surrogate in a state where you can accomplish the necessary legal work to finalize your parental rights.
You will need to have wills finalized prior to the embryo transfer that ensure that a guardian is in place to care for your children in the event of your death.
Once you are matched, we negotiate contracts on your behalf with independent attorneys who represent the egg donor and/or surrogate. Circle works with local attorneys in the states where the surrogates reside in order to accomplish the legal work necessary to secure your parental rights. Depending on a variety of factors, your surrogacy legal work may include a pre-birth order, a voluntary acknowledgement of paternity, a judgment of paternity, a custody orders, or an adoption.
With so many agencies to choose from, intended parents in New Zealand should research surrogacy agencies and determine how successful the surrogacy agency is and if it would be a good fit. Choosing your surrogacy is a personal choice, not every agency is suitable for everyone.
How to choose a surrogacy agency in the US if you live in New Zealand
This list of criteria will help intended parents in their surrogacy research of agencies.
Agency experience. How many years has the agency been in business? Do they have experience helping international intended parents complete surrogacy and travel home safely?
Legal expertise. Does the agency have a legal team on staff who is knowledgeable about surrogacy laws?
Success rates. How successful is the agency? Can they share success rates with you when you ask for them?
Costs. You will find that costs for surrogacy vary greatly from agency to agency. When interviewing an agency, you should ask for a detailed cost sheet that outlines ALL costs. Compare costs between agencies to ensure that each agency is accounting for all expenses during a journey. At Circle, we are transparent about our costs: what you see on the cost sheet is what you can expect to pay. Our Fixed Cost programs eliminate financial uncertainty.
Views on relationship. Does the agency encourage a relationship between the intended parents and the surrogate? Will the agency develop a strong relationship with you as intended parents during your journey, or will it be more of a business transaction?
Personal experience. While it's not imperative that an agency and its team have personal experience with surrogacy, it does help for them to understand first-hand what the surrogacy process is like. (Fun fact: about 40% of Circle's staff has personal experience with surrogacy and third party reproduction as a surrogate or egg donor, or as parents through surrogacy, IVF or adoption!)
This Surrogacy Agency Checklist is a helpful tool to use to ask questions to surrogacy agencies to find the one that's best for you and your journey to becoming a parent.

Meet Brett Griffin-Young: International Outreach Associate and parent through surrogacy
Hello! I'm Brett Griffin-Young, Circle's International Outreach Associate. I'm here to be a resource and a support person for intended parents (IPs). Getting to play a part in so many IPs' experiences on their road to parenthood is both humbling and an honor, so much so, that after my own surrogacy journey I felt compelled to join Circle and help others.
In early 2008, my husband and I realized what was missing from our life and decided to look at options to create a family. We turned to surrogacy, found Circle Surrogacy, and in 2009 in Denver, Colorado fatherhood was upon us! Before we knew it we were knee deep in diapers, baby wipes and bottles and couldn’t have been happier! Shortly therefore after, we decided to have another child. Our daughter was born in 2013, whom we adopted at 8 months old. Since we had such a great experience with Circle Surrogacy, we went on to have another baby! My latest son was born in Dallas, Texas in July of 2020 and we are so happy. My older two children just adore their baby brother and he is final piece of the family jigsaw.
I’m so appreciative that Circle has given me the opportunity to draw on my personal experiences to help others understand surrogacy as a family building option. To be able to assist intended parents bring the dream of parenthood a reality, is a true honor. I absolutely love my job!
Testimonials from our parents
Circle has helped us achieve our dream of expending our family. They have helped us give a baby brother to our beautiful daughter. We can never be grateful enough! We can never express the deep gratitude for what you have done for us. We can never thank you enough. No words could describe the enormous “swelling of love” both our hearts have experienced since our son's birth. - J & C
I just wanted to tell you I am the happiest man in the world right now! Christophe is doing great, David and I can't get enough of him, our parents are totally crazy and want to see him every day! Can't ask for more right now, just want to say thank you so much for making it possible, you contributed in making a whole family happy. Thanks, thanks, and thanks again! - Martin
You have shown such belief in us, and backed that up with the most extraordinary high level of involvement, advice, support, and good practical common sense. Yes, it's true that we've had a few ups and downs, but I'm sure that is what a journey, by its very nature, is all about. If it had been completely straightforward, then the huge sense of sublime joy and utter amazement at the outcome might not now be so sweet.– Liz and Chris
