Amid easing legal restrictions, dozens in Paris attend informational seminar about surrogacy in the USA

French seminiar, surrogacy in the USA October 18, 2008

Circle Surrogacy co-hosted in Paris a seminar about "Surrogacy in the USA for European Couples and Singles (Gestation pour Autrui aux États-Unis pour Couples et Célibataires Européens)." The seminar was an opportunity for French and other European prospective parents to hear expert advice about this important parenting option and personal stories from Circle's former clients and one of the surrogates that helped them. Surrogacy is prohibited in France, but recent legal rulings are making it easier for French citizens to have children through surrogacy abroad and bring them back after the birth.

Speaking at the seminar, John Weltman explained that the United States is the preferable country for surrogacy among French and other international parents due to legal, societal and medical conditions. Almost every state permits compensated surrogacy and no appeals court in any state has ever given custody to a gestational carrier. According to Weltman, having children in the States can be relatively easy for international couples. It is only necessary to come to the United States three to four times, including the 20-week ultrasound and birth. "Departures from the United States are easy as well," says Weltman. "Most international couples return to their countries within 2 weeks of the birth of their children, with their names on the birth certificate and US Passports, if they choose to apply for them."

Circle's success with international clients may be attributed to the special attention that is given to addressing every country's needs and legal circumstances. Circle has studied the laws in France and has a relationship with organizations and political leaders who advocate for legalizing surrogacy there (see below). Circle's staff regularly meets with prospective clients for intake consultations in their own countries and cities, although many still conduct them over the phone or video conferencing. Circle's staff leads all parents through the logistical, legal and administrative processes involved from day one until they gain full custody of their newborns and bring them home."

Legal considerations / Considérations juridiques (English with French translation)

John Weltman, Circle's president describes in this segment why French and other Europeans prefer to go to the USA for surrogacy, and how it is done under French law. This includes discussion about best practices regarding birth certificate arrangements and the issuance of passports. Additional input is provided by Caroline Mecary, a French lawyer and an expert on gay parenting, who spoke about recent legal developments for both gay and heterosexual parents.

The experience of a parent / l'historie d'un parent (in French)

The main speaker in this segment is Greg, a gay parent who along with his partner had twins through surrogacy in the USA. Greg describes why they chose surrogacy, how they went about it, and why in particular they chose Circle. He also speaks in length about how their children accept and understand their birth circumstances. The twins are now 8 years old.

The logistical process / Le processus logistique (English with French translation)

In this clip John discusses the logistical and administrative processes of surrogacy. This includes the initial consultation with the agency, the finding and screening of carriers and egg donors, insurance considerations, handling the legal contracts, directing and coordinating the surrogacy process with the IVF clinis, and providing psychological and legal support throughout the process. John also discusses the average costs and time line of a typical process.

Known egg donations / Ovules donateures connues (English with French translation)

In this clip John explains why most of Circle clients prefer known egg donors, an option that is not available in most other agencies. the advantages in terms of medical history updates, and the option to allow your child to meet the donor, a meeting that often dispels the mystery and avoids the development of an obsession about the child's biological origin.
